Based on the background of liberal constitutionalism and the inherent consequences of constitutional democracy, this paper defends the parliamentary function of government oversight as the primary function of Parliament. Subsequently, and based on its central position in a democracy, it proposes a collaborative, and non-repressive, parliamentary oversight in Mexico. Specifically, it seeks to reclaim its indirizzo politico and focus on the fulfillment of the Material Constitution. Finally, it proposes that constitutional jurisprudence serve as an objective standard in this oversight function, to analyze and rectify the effectiveness of public policies aimed at fulfilling fundamental rights, particularly social rights.
